TAX INFORMATION

How can I pay my taxes?
In person at the Municipal offices in Altona     
  • Office hours are Monday to Friday from 8:30 am - 4:30 pm
  • For after hours’ payments, use the mail slot at the front door.

  • Cash
  • Debit/Interac (check with your bank to ensure your limit is high enough for the amount)

Online
  • Pay online through your financial institutions website.  Login to your financial institutions website to make the payment.  Contact them if you are not sure how to do this. 
  • Use your roll number for tax payments when setting up the bill payment account. Use your utility account number for water bills.
  • For this service we have partnered with Manitoba Credit Unions, RBC, Scotia Bank Group, BMO, CIBC, TD Canada Trust.
Tax Statement information:
The property owner's name and address which appears on your tax statement is in accordance with the latest information and advice which has been made available to the Municipality.
 
IT IS IMPORTANT THAT THE MUNICIPAL OFFICE BE ADVISED PROMPTLY OF ANY CHANGE OF OWNERSHIP OR MAILING ADDRESS.
 
It is the owner’s responsibility to make sure we have the correct mailing address.  Tax arrears and penalties must be paid in full before payment can be applied to current taxes.
 
Tax statements are mailed out in Spring each year
  • Tax statements are sent to the address on file
  • If you didn’t receive a tax statement, you are still responsible for paying your taxes.
Can I appeal my tax statement? No, but you can appeal the assessed value of the property through the board of revision held every fall for upcoming years. 
 
How do I get the Education Property Tax Credit (EPTCA)?  The EPTCA  is available if the home is your primary residence and you have been living there since at least December 31st of the previous year.  Please contact our office before January 31st to ensure you will receive the credit if you have moved in the past year.  If you do not receive the credit on your taxes you can claim the credit when you file your income taxes.  Please see the Government of MB website for more information. 
 
To qualify:
  • The property must be your principal residence

  • You must have occupied it as of December 31st
  • You must not be receiving the credit for another residence.
When are Taxes due?
Property taxes in the Municipality of Rhineland are due Monday October 31st 2023
 
*** When paying online allow 2-3 business days to process.  All online payments and cheques must be received before close on the 31st of October.
 
What if I’m paying late?
Properties that are in arrears for more than two years are subject to tax sale proceedings.
Penalties of 1.25% will be added on the first day of the month that taxes are in arrear.
WE DO NOT ACCEPT PAYMENTS BY CREDIT CARDS.
  
Properties in arrears for taxes for more than one year may be sold for taxes.
 
Assessment Information:
Assessment Services is the department responsible for the assessment of all real and personal property in the province, excluding property in the City of Winnipeg. Ten district offices deliver these services.

In Manitoba, property is assessed at market value in accordance with The Municipal Assessment Act. Market value is the most probable selling price of the property. Regular reassessment ensures that property evaluation keeps pace with real estate market conditions and that property taxes are fair.

Property in Manitoba is grouped into ten property classes on the basis of use with a portion of the assessment being taxed. Property classes and the portion of assessment that is taxed is established by the regulations under The Municipal Assessment Act.

Board of Revision

For persons wishing to appeal their 2023 assessment appeals, the Board of Revision will be held on in October 2023; therefore appeal applications must be received at the Municipal office on or before the due date.  Advertisements will be placed in local newspapers advising of when you can appeal.  Post-marked mail will not be processed if received after the due date.
