Rhineland/Montcalm Municipal Emergency Coordinator

The Municipality of Rhineland and the RM of Montcalm are seeking a qualified individual to serve as the Emergency Coordinator for our community.  The Emergency Coordinator will be primarily responsible for:

  • Preparation, maintenance, and testing of the regional Emergency Plan
  • Coordinating the response to emergencies in the region
  • Attracting, managing, training and motivating volunteers

EMERGENCY COORDINATOR JOB DESCRIPTION

 The Emergency Coordinator will be responsible for

  • Preparation, maintenance, and testing of the Regional Emergency Plan
  • Coordinating the response to emergencies in the region
  • Attracting, managing, training and motivating volunteers
  • Leading regular meetings with EMO committees in Rhineland and Montcalm

 The job will require a time commitment during normal times of an average 5 to 7 hours per week. During emergencies the Emergency Coordinator must be available for full days, including evenings and weekends for as long as is required.

 The successful applicant must have good knowledge of the community’s emergency preparedness plan. He or she must have a demonstrated ability to manage volunteers; to provide training to volunteers, staff and members of council; to maintain the Emergency Plan; and to coordinate emergency response within the region. Training in emergency response and coordination is an asset. A basic level of ability with Microsoft Office is essential. A valid driver’s license and access to a vehicle is essential.   The successful applicant will also require access to a computer and will work the majority of the time from home.

 Terms of Reference – Municipal Emergency Coordinator

 POSITION SUMMARY

 Municipal Emergency Coordinator will be responsible for the maintenance of the Emergency Plan and supporting information; for attracting, training and maintaining a group of emergency volunteers; for the training in emergency response duties of EMO Committee members and municipal staff members; for the maintenance of the Emergency Operations Centre; and for the coordination of emergency response as may be required. The Emergency Measures Coordinator is responsible to keep the municipalities informed of activities as well as details of emergency response.

 DUTIES AND RESPONSIBILITIES 

  1. Maintain an adequately sized group of volunteers for use during emergencies, to include:
    1. A plan for council approval
    2. Recruitment
    3. Training
    4. Motivation 
  2. Maintain the emergency preparedness program to include:
    1. Hazard and resource analysis, to include comprehensive situational awareness of the area
    2. Emergency Plan
    3. Emergency preparedness budget
    4. Develop a business continuity plan for both Rhineland and Montcalm 
    5. Prepare and stay prepared to implement the Emergency Plan, including the deployment and coordination of volunteers. 
  3. Develop and execute an ongoing training and personnel management program for volunteers, and training for EMO Committee members and municipal elected officials and staff. This includes the conduct of regular, scheduled exercises.

 Attend all meetings required by the municipality’s, and ensure that council is kept informed of Coordinator activities and any significant information related to the Emergency Plan.

 Maintain the municipal Emergency Operations Centre, including keeping it up-to-date, preparation of budgets, and design and development of an alternate Emergency Operations Centre.

 Under the direction of the council, coordinate municipal emergency operations utilizing the Emergency Operations Centre.

 Liaise with the Manitoba Emergency Measures Organization, the Royal Canadian Mounted Police, region fire departments, neighbouring Coordinators, and other governmental and non-governmental organizations that may from time-to-time be of topical importance.

 Lead meetings with the local EMO Committee’s

 Meet annually with the municipal Council’s and with the municipal Fire Departments. Meet as required with other municipal staff, such as public works managers.

 Keep the Chief Administrative Officer regularly updated on issues and concerns.

 Other related duties as may be assigned.
